23rd edition: December 9 - 15, 2013

The COURMAYEUR NOIR IN FESTIVAL, the international film and literature festival held in Italy at the beginning of December (in 2013, from December 9-15), is recognized by the International Federation of Film Producers Association (IFFPA) and the Italian federation of Festival (AFIC), and commits itself to applying its international regulations.

Art. 1 – The Festival's main aim is the promotion and diffusion of the noir genre in its various forms (crime story, suspense, thriller, horror, fantasy, spy story, whodunit...) in Italy and throughout the world, by presenting previews (in and out of competition), retrospectives, meetings, exhibits, and so forth.

Art. 2 – The Festival comprises:
- OFFICIAL SELECTION – The main section of the festival, which screens films both in competition and out of competition. This section includes DCP and 35mm films of very recent production aimed primarily at theatrical distribution, and belonging to the genres of thriller, suspense, whodunit, detective story, crime story, spy story and to the contamination of the mystery genres. All films selected in this section must have been completed after December 2011 and cannot have previously screened in Italy or at an Italian festival. Films that have already been presented in other international festivals can be selected for the competition as long as they have not won official awards in specific festivals similar in kind to the Courmayeur Noir in Festival.
- DOC NOIR – A high quality selection of the latest documentaries dealing with the noir world in terms of subject, style or themes profile. These films are either DCP or 35mm prints.
- MINI NOIR – A select choice of films dedicated to young audiences, featuring mystery, adventure and fantasy plots suitable for younger viewers.
- RETROSPECTIVE – Films not necessarily of recent production. The section is articulated in several programs.

Art. 3
– Films are invited by the Directors of the Festival. Producers and Distributors wishing to send their films must either submit a DVD or organize a screening of the film for the Direction by October 25th, 2013. The Direction will also decide, in agreement with the Producers, in which section (see Art. 2) the film shall be presented.

Art. 4 – The Festival will also propose meetings, exhibitions, special events and a literary section.

Art. 5 – An international jury will award the following awards to the films that have entered the Official Competition Section:
a) Black Lion for Best Film
b) Special Mystery Award for the Best Actor/Actress
c) Optional Special Citation Award (at the Jury's discretion)
d) Audience Award for Best Film

The jury will consist of at least five renowned International and Italian personalities in the field of cinema and the arts. The winners will be declared unanimously or by absolute majority. If after four ballots an absolute majority has not been reached, a decision will be made on a relative majority.
Media Partner Fox Crime offers the People's Choice Audience Award, to all films in the Official Selection.

Art. 6 – All films will be shown in their original version with Italian or French or English subtitles, or with simultaneous translation. Italian films must be subtitled in English or French. Non-Italian films may be presented dubbed into Italian, in which case they cannot, however, be presented in competition. When possible, the original version is always preferable. The festival will cover the costs of the Italian electronic subtitling.

Art. 7 – All selected films (with some exception to some of the retrospective section's titles) must be provided with the dialogue list in Italian or French or English and a DVD along with all the promotional material. The copy of the dialogue list and of the DVD – necessary for either the Italian electronic subtitling or the simultaneous translation – will be returned by the Festival only upon request.

Art. 8 – The Festival will cover round trip shipping expenses of the print, as well as insurance fees. If prints must travel to other festivals or events, the Courmayeur Noir in Festival will cover shipping costs only within Italy. Selected prints must be sent to the following address:

Art. 9
– Participation in the Festival is contingent upon submitting the entry form, duly filled in, which can be downloaded at www.noirfest.com. This document is an official agreement between the parties involved. The Producer or Agent will also agree to send all relevant information and material (synopsis, cast, credits, stills, photos of directors and actors, posters, promotional videos, and so forth).

Art. 11
– The festival will cover the expenses of a round-trip air ticket (Business or Economy Class according to the invitation decided by the Directors of the Festival) as well as hotel accommodation (extras not included) for the director and one of the leading actors of the film participating in the Official Selection and for the director of the film participating in the Doc Noir Section.

Art. 12 – Transport, brokers and insurance costs for the shipping of the films to and from the Festival shall be taken care of by the Festival. The Festival will also assume insurance costs once the carrier has delivered the film to festival and until the film is returned to him. In the case of loss or damage of a print, the Festival will reimburse an amount not exceeding the value of the lab print. This rule applies only to the films selected and invited by the Direction.

Art. 13 – In order to promote films on the various television networks, the Festival invites the Producer or his/her Agent to provide clips of the films as foreseen by the international regulations. The Festival will give these clips only to broadcasters.

Art. 14 – The general program and screening schedule are the exclusive responsibility of the Festival Director. Films accepted and included in the program cannot be withdrawn from competition once the entry form (see Art. 9) has been signed and submitted to the Festival.

Art. 15 – In case of disagreement and/or any condition not stipulated in these regulations, all final decisions lie with the Festival Director.

Art. 16 – The Italian text of these regulations will be the only valid version in case of discrepancies regarding the meaning of any of the above regulations but in keeping with the International Regulations.

Art. 17 – Participation in the Festival implies acceptance of these regulations.
